Any member of the Executive Committee who during his term of office fails to attend two consecutive meetings and is unable to give a satisfactory explanation for his absence to the chairman of the Executive Committee, shall be considered to have resigned, and the vacancy shall be filled by the Conference at the next session for the period of the uncompleted term.
